While no formal online code was located regarding an ice barrier, Jane Billings, Borough Manager for the Borough of Swarthmore, PA confirmed it is required with this comment. "A ice barriers is requirement for roofing that goes 24 in beyond the interior wall to make sure there's no ice dam so what it is is tar paper that goes up 24 in above the interior roof line just to make sure that nothing freezes on a roof line." (Per email dated 4/28/20.)
